The main reason that existed was to allow fastboot booting a recovery
image on system as root bootloaders. Now that system as root is removed,
this is no longer necessary. This requires copying a few kmods to
recovery and loading them.
[npjohnson]: We dropped the recovery defconfig long ago, but lost
these modules in the process here.

Initial list was copied from lsmod, which converts all dashes to
underscores. While this is valid board modules syntax, it makes build
time existance checks difficult.
