nx: Set proper settings for new fmac

* As per cuttlefish etc. and cypress/nxp reference, set overlays for
  MAC randomization support. Also enable
  WIFI_HIDL_FEATURE_DUAL_INTERFACE and
  WIFI_AVOID_IFACE_RESET_MAC_CHANGE as per cypress/nxp reference.
