ANDROID: gki_defconfig: Disable CFG80211_REQUIRE_SIGNED_REGDB

Remove the requirement for the wireless regulation database to be
signed. The database is loaded from a dm-verity read-only partition,
there is no need for an extra signature verification.

This change reduces the number of dependencies on X509 and PKCS#7
parsers.
