rust: kbuild: add -fzero-init-padding-bits to bindgen_skip_cflags

This seems to break the build when building with gcc15:

    Unable to generate bindings: ClangDiagnostic("error: unknown
    argument: '-fzero-init-padding-bits=all'\n")

Thus skip that flag.
