This is required to avoid significant PCIe network throughput degradation
with the changed dma-iommu implementation in c76c067e48
"s390/pci: Use dma-iommu layer" since v6.7.

Replace obsolete CONFIG_SPECTRE_BHI_* with CONFIG_MITIGATION_SPECTRE_BHI
and enable mitigation by default, since 'auto' mitigation will be
removed and is no longer supported upstream. Mitigation can still be
turned off via the kernel command line.

Emil Renner Berthing 56a0b2af15 UBUNTU: [Config] Disable StarFive JH7100 support 
The StarFive JH7100 SoC has non-coherent DMAs but was produced before
the standard RISC-V extensions to handle uncached memory mappings, and
hence needs special handling that conflicts with the generic DMA memory
handling. So drop support for it in the generic kernel.
