Subject: [PATCH] octeontx2-af: fix a issue with cpt_lf_alloc mailbox

This patch fixes CPT_LF_ALLOC mailbox error due to
incompatible mailbox message format. Specifically, it
corrects the `blkaddr` field type from `int` to `u8`.
