Remove gatekeeper declaration from no tos variants
...
The devkits have no usable tos and loki_e has an inaccessible tos on
newer android versions.

Use trusty gatekeeper on jetson_cv and jetson_e
...
There is no public trusty tos for t210. However, the gatekeeper
property must be set, otherwise gatekeeper will crash on loop. Even
with prop set, the trusty gatekeeper impl graceful fails and the
system is operable.
