Aaron Kling f9301e4151 Add dragon dependencies 
This is the Google Pixel C. Initfiles are custom made.

Note: The dragon bootloader requires the kernel to packaged in a
fit image. This can't easily be handled in a true unified build,
so dragon is not added to the assert list. It will be built from
a derivative repo that overrides the assert list.
