Ingo Molnar d1dedb52ac panic, smp: provide smp_send_stop() wrapper on UP too ...

Impact: cleanup, no code changed

Remove an ugly #ifdef CONFIG_SMP from panic(), by providing
an smp_send_stop() wrapper on UP too.
