Commit 25867a2d88 ("ANDROID: Remove FUSE Passthrough delta") removed
the OWNERs file back in April 2024.
Resolves the following `git push` error:
remote: ERROR: commit a7e0956: [code-owners] invalid per-file import in
'/include/uapi/linux/OWNERS': '/fs/fuse/OWNERS' does not exist
