Carlos Llamas 98077c2b63 Revert "ANDROID: GKI: add a vendor hook in cpufreq_online" ...

This reverts commit 9bd7b75557.

It creates merge conflicts with upstream patches. Plus, it doesn't seem
to be critical functionality for it to live in android-mainline branch.
However, it can be later reapplied if really needed.
