CTCaer 502a0ff21a soc: tegra: introduce reboot2payload ...

Some Tegra124 and Tegra21x boards have open-source
bootloaders injected via RCM rather than onboard. These
boards need special reboot handling, which we call
`Reboot2Payload`.
