CTCaer 7c63b83f01 soc: tegra: introduce reboot2payload 
Some Tegra124 and Tegra21x boards have open-source
bootloaders injected via RCM rather than onboard. These
boards need special reboot handling, which we call
`Reboot2Payload`.
