[PARISC] Remove obsolete CONFIG_DEBUG_IOREMAP

Browse Source 
Remove CONFIG_DEBUG_IOREMAP, it's now obsolete and won't work anyway.
Remove it from lib/KConfig since it was only available on parisc.
