netfilter: xtables: symmetric COMPAT_XT_ALIGN definition

Rewrite COMPAT_XT_ALIGN in terms of dummy structure hack.
Compat counters logically have nothing to do with it.
Use ALIGN() macro while I'm at it for same types.
