ANDROID: tvgki: disabling CONFIG_ANDROID_VENDOR_OEM_DATA in tvgki

Disabling CONFIG_ANDROID_VENDOR_OEM_DATA is supposed to reduce the slab memory usage, and the reduced hardware memory usage is about 2.9MB, including Sreclaim and Sunreclaim.
